San Antonio — The City Council voted May 29 to approve a resolution supporting construction of Creekside at Lookout apartments, a project advanced by the San Antonio Housing Facility Corporation (public facility corporation, PFC).
Councilmember Courage questioned the project’s affordability thresholds during discussion before the vote, saying the mix—described in the meeting as 10% at 60% area median income (AMI), 40% at 80% AMI and the remainder market rate—“is not affordable housing” for the lowest-income residents and does not meet needs at 30% or 50% AMI. He said half the project’s units would be market rate and expressed concern the development would not sufficiently address the city’s workforce and very low-income housing shortage.
