The Planning Commission recommended approval on April 7 by a 7–4 vote and attached stipulations A–T; commissioners who opposed cited concerns about building height and the scale of the transition to the single‑family neighborhood east of the site. A valid protest petition covering roughly 52% of the protest area was filed, which raised the council’s vote threshold for approval to 10 affirmative votes.
