SJVIA narrows dental and PBM RFPs; finalists due for interviews week of June 9 ahead of July 18 board recommendation

Keenan consultant Eddie Barfield told the San Joaquin Valley Insurance Authority board that the SJVIA issued concurrent requests for proposals for dental coverage and pharmacy benefit management as part of the 2026 renewal cycle.
Barfield said the dental RFP received proposals from Aetna, Anthem, Delta Dental, MetLife and Guardian, while Cigna declined to quote. For the PBM RFP he reported proposals from Empirix Health, Express Scripts, CVS Caremark, MedImpact and Carillon Rx; Optum Rx declined to quote.
Both sets of proposals are undergoing review and scoring. Barfield said the week of June 9 is the target to identify a shortlist and schedule finalist interviews. He said the goal is to present final recommendations and seek board action at the July 18 meeting.
The update was informational; board members raised questions about vendor performance and how PBM commitments would be evaluated during renewal. No final vendor selections were made at the meeting.
