Montgomery County Legislature approves series of resolutions: agricultural district change, grants, leases and multiple bond authorizations

The Montgomery County Legislature voted to approve a package of resolutions covering agricultural-district review, budget amendments, grants, contracts, lease authority and multiple capital bond authorizations.

Key approved items included a resolution to establish the county legislature as lead agency for the review of Agricultural District Number 2 (Resolution 101) and an add-on resolution modifying Montgomery County Agricultural District Number 2. Legislators also approved a budget amendment for farmland protection (Resolution 103) and a resolution amending the 2025 operating budget for vehicle maintenance (Resolution 107).

Other actions the body approved included authorizing an amendment to a purchase-and-sale agreement with Penrose, New York developers (Resolution 105); accepting a criminal justice discovery reform grant and authorizing the county executive to sign the agreement (Resolution 106); authorizing the county executive to enter a new lease with Catholic Charities for a probation satellite office (Resolution 109); and amending the budget to carry over ARPA funds (Resolution 110).

The legislature authorized a contract with Still Sing Electric for work at the FMCC Welcome Center (Resolution 111) and approved funding for multiple capital projects as part of the 2025 capital plan (Resolution 112). It also approved flood-insurance contracts transferred into the legislative budget (Resolution 113) and an abstract of audited claims (Resolution 118).

The body approved several bond resolutions to fund infrastructure projects: a bond for replacement of the Wrapper Road bridge estimated at $3,121,000 (Resolution 114); a bond for replacement of Howell Road bridge estimated at $1,574,910 (Resolution 115); funding for the Spreaker Hill culvert replacement estimated at $1,072,440 (Resolution 116); and a bond for replacement of the Wagner's Hollow Road bridge estimated at $2,937,162 (Resolution 117). Legislators discussed that any debt service on those borrowings would begin in 2026, not 2025.

Most items were moved and approved by voice vote with no roll-call tallies read into the record at the meeting. The legislature also moved into executive session under Executive Session Law §105(1)(f) to discuss a personnel matter with the county executive and personnel officer invited; no business or action was taken while in executive session.
