North High School parking lot
City staff presented a site plan for a roughly 22,223‑square‑foot third phase parking lot on the North High School campus at 2700 Mercury Avenue that would add 69 stalls and include stormwater facilities. Planning staff said the plan commission recommended approval subject to five conditions: installation of parking lot end caps; street trees at a rate of one tree per 30 feet along Marquette Street; engineering approval of drainage calculations and a long‑term maintenance agreement for stormwater facilities; installing continuous curb or curb stops along the south and east sides per ordinance 18.25.080; and updated striping dimensions to meet stall and aisle standards. No public speakers signed up on the item and council approved the site plan unanimously.
Fri Firnze Estates (county plat in the Town of Washington, ETJ)
The council approved a resolution recommending acceptance of a preliminary county plat known as Fri Firnze Estates, a proposed eight‑lot development with 28 dwelling units on property in the Town of Washington within the city’s three‑mile extraterritorial jurisdiction (ETJ). Director White explained the site is outside the city’s sewer service area; parcels will rely on communal septic systems (three systems serving multiple lots) and typical on‑site individual wells unless otherwise specified. Staff said the plat meets the city’s ETJ density requirement (one dwelling unit per two acres) and complies with applicable state statute requirements for such plats. Council members asked about septic replacement costs, future hookup potential and the process if the town or county denies approval; staff said the town and the county retain authority in their jurisdictions and their denials have in the past pushed projects to annexation.
Cove at Folsom — SIA amendment and permanent utility easement
Council approved an amendment to the subdivision infrastructure agreement (SIA) with Tenable Homes LLC for the Cove at Folsom (3536 Folsom Street). Staff said the amendment closes a water main loop in the development (improving redundancy) and prevents the developer from abandoning an existing utility stub within the roadway until a moratorium connected to Folsom Street reconstruction expires. The council also approved a separate resolution granting a permanent utility easement to secure the loop; Tenable Homes signed the easement without objection.
