On May 28 the City Council adopted Resolution 368A, which calls on the United States Congress to reintroduce and pass, and the president to sign, the Living Wage for Musicians Act to create a new streaming royalty for artists.
Council Member Hanif, who included the resolution on the agenda, said streaming rates are low and that "the average recording artist receives less than a third of a penny when someone streams their song on Spotify." He said the pay rates make it difficult for musicians to sustain themselves in New York City and urged colleagues to vote yes.
The chair read Resolution 368A into the record and the presiding officer conducted a voice vote. The transcript records the presiding officer saying, "All those in favor, say aye. Aye. All opposed, say nay. Any abstentions? The ayes have it." No roll-call tally was recorded on the floor for the voice vote in the transcript.
