SFPUC approves $1.6 million contingency increase and schedule extension for Moccasin powerhouse generator rehab

The San Francisco Public Utilities Commission approved an increase in construction contingency of $1,600,000 and an extension of approximately 331 calendar days for contract DB-121R2, the Moccasin Powerhouse generator rehabilitation with General Electric Renewable Energy.
Tim Parkin, project manager for Capital Improvement Projects, told commissioners that the scope included replacing two hydro generators at Moccasin Powerhouse. During disassembly a lower turbine guide bearing showed a runout of about 0.007 inches, and the thrust block surfaces were found out of parallel. Contractors attempted onsite reassembly and alignment; after multiple attempts they presented five remedial options and staff selected a plan to remove and machine the collar off-site to manufacturer tolerances and provide shims. Parkin said parts are expected back from the factory in July and the unit is scheduled to return to service in November 2025.
Parkin described the equipment as heavy and precise — a 260,000-pound rotor operating at 300 RPMs — and said the contractor, General Electric, worked proactively to report the misalignment rather than risk an unplanned outage. Commissioners noted the first unit had been successfully rehabilitated and thanked staff and contractor for the corrective action.
The motion to increase the contingency and extend the duration passed unanimously: President Stacy, Vice President Arce, Commissioner Jamdar, Commissioner Leverone and Commissioner Thurlow voted aye.
Ending: Staff said the work will continue under the amended contingency and schedule; commissioners took no further action beyond approval.
