Commissioners expressed frustration with protracted email exchanges and said they wanted clear public discussion and a formal procedure if an interested party wished to pursue a purchase or partnership. Staff said they had repeatedly invited interested parties to meet and that those parties had preferred a public workshop or a meeting in a public forum. No final decision to sell the property or to alter its status was made during the meeting; staff will return with options if the board directs a formal RFP or public workshop.
