Council awards $6.7 million Harbor/Garden Grove intersection widening project with OCTA grant support

The Garden Grove City Council awarded a construction contract to Excel Paving Company for intersection improvements at Harbor Boulevard and Garden Grove Boulevard. Public Works Director Bill Murray said the project will add an eastbound right-turn lane on Garden Grove Boulevard and a northbound left-turn lane on Harbor Boulevard, widen through lanes to at least 11 feet and replace signal hardware. Murray said staff received four qualified bids and Excel Paving was the lowest responsible bidder.
Council documents show the project cost is approximately $6,700,000. Murray said the city received an Orange County Transportation Authority (OCTA) grant of nearly $4,000,000; the remaining costs will be funded with city gas tax and Measure M2 local funds on a roughly 65% (OCTA) / 35% (city) ratio. Staff said work could begin in summer and finish early next year.
Murray warned of expected traffic impacts during construction and described a traffic mitigation plan and business-owner outreach. The contractor’s permitted working hours are generally 7 a.m. to 5 p.m.; staff said major lane impacts will likely occur between about 9 a.m. and 3 p.m. Council members raised concerns about cut-through traffic and neighborhood speeding and asked staff to monitor and coordinate mitigation and enforcement. The council approved the contract by roll-call/voice vote recorded as 7–0.
