The Guadalupe City Council on May 27 adopted two resolutions finalizing the city’s 2023–2031 housing element and a related initial-study negative declaration and directed staff to transmit the materials to the California Department of Housing and Community Development (HCD).
City planning staff presented the final package, which includes a 215‑page housing element and a final initial study negative declaration. Staff said HCD had reviewed the draft and a March 7 letter from the department indicated the city met the statutory requirements for the element.
City planning staff said the updated housing element covers the remainder of the eighth‑year cycle (six years remaining in the planning period) and is intended to put Guadalupe in a better position to apply for state housing grants. “Attached is the clean version of the housing element, which is now 215 pages long,” the staff presenter said during the hearing.
The staff report recommended five actions to complete the project: adopting the final housing element, adopting the final initial study negative declaration, approving the associated resolutions, and transmitting the final documents to HCD. After a brief public hearing with no public speakers, the council took two roll‑call votes.
Resolution 2025‑25, adopting the initial study negative declaration, passed on a unanimous roll call: Council member Acosta Junior — aye; Council member Fernandez — aye; Council member Villegas — aye; Council member Hernandez — aye; Mayor Julian — aye. The council then adopted Resolution 2025‑26 approving the final 2023–2031 housing element and directed staff to transmit the final element and resolution to HCD; that measure also passed unanimously.
City staff noted that the updated element and the general plan together will serve as a document the city can use for grant applications and planning for the next several years. No dates for implementation steps beyond transmission to HCD were specified in the meeting record.
