Council approves on-call welding and fabrication contract with Orange County Welding

The Garden Grove City Council approved a contract with Orange County Welding Inc. for on-call welding and fabrication services, which staff said are required for vehicle repairs and maintenance of water facilities. Public Works Director Bill Murray told the council the agreement replaces an expiring contract and is sized to cover cyclical work and occasional larger projects.
The contract authorizes up to $200,000 annually for five years, to be paid from fleet and water funds as appropriate; staff said it is not expected to impact the general fund. Murray explained the city retains welding equipment and some in-house capability but relies on the contractor when larger crews or highly certified welders are needed for frame or structural work.
Council members asked why only one responsive bid was received and whether hiring an in-house welder would be cheaper. Staff said welding workloads are cyclical and a contractor can provide crew scale during peak work or emergency needs; the council approved the contract by recorded voice vote (7–0).
