Council awards on-call generator and engine maintenance contract to Quinn Power

The Garden Grove City Council awarded a contract to Quinn Power Systems for on-call maintenance and repair of the city’s backup generators and Caterpillar natural-gas engines used at water and sewer facilities. Public Works Director Bill Murray told the council the award replaces a previous blanket purchase order of $25,000 that staff said was insufficient to meet growing maintenance needs.
The recommended contract is for up to $150,000 per year for five years, funded from fleet, water and sewer funds as appropriate; the general fund will not be impacted, staff said. Murray attributed the increased maintenance demand in part to more frequent rolling power outages, which have shifted load onto backup generators and increased wear. He told the council the company could begin work within about two months if awarded.
Council discussion touched on whether the $150,000 ceiling is a recurring annual cost (staff clarified it is a not-to-exceed authorization, to be used if needed) and on ongoing facility assessments to predict full replacements. The council approved the contract by voice vote recorded as 7–0.
