Hurst Council denies special-use permit for proposed CBD Hurst store at 674 Grapevine Highway

The Hurst City Council on first reading denied an application for a special-use permit that would have allowed a CBD retail store, CBD Hurst, at 674 Grapevine Highway.

The denial came after a public hearing in which the applicant said the store would sell non‑THC CBD products and serve veterans and senior residents, and a neighbor cited federal Health and Food and Drug Administration concerns about CBD safety. Applicant James, identified at the hearing as the prospective store owner, said the planned shop would be his third location and that its products would comply with the 2018 Farm Bill. “It is strictly gonna be compliant with all the city rules, federal rules … we are not gonna sell any marijuana, no THC,” James said. He told the council the store would offer items including CBD tinctures, gummies and topical products and described a target customer base of veterans and seniors.

Resident Georgina Butcher of 109 Charlene Drive spoke against the proposal and quoted material she said was from the FDA: “There are many unanswered questions about the science, safety, and quality of products containing CBD,” Butcher told the council. She told members she does not believe the city needs another CBD retailer.

Planning staff summarized the request as a special-use permit for a retail CBD business at the Grapevine Highway address; staff noted the applicant currently operates stores in other cities and described the proposed store layout and signage limits.
