Bedford approves four-vehicle Enterprise lease to refresh patrol fleet; officials cite 4-year replacement goal

The Bedford City Council approved a master equity lease agreement with Enterprise FM Trust on May 27 to add four vehicles to the city's existing enterprise fleet lease, in an estimated amount of $315,110 and 48-month per-vehicle terms.
Assistant City Manager Karen Riggs said Bedford joined the Enterprise leasing program in 2018 and the addition is consistent with the city's goal of replacing frontline patrol vehicles on a roughly four-year cycle. "This is the second time that I have come before you to add to our Enterprise lease agreement," Riggs said. She said the 48-month term aligns with expected frontline vehicle life in patrol service.
Police Chief Bobby Lapena described how staff plan to reassign and upfit vehicles: some city-owned vehicles will be moved into school-resource-officer roles where mileage/use is lower, and higher-mileage supervisor vehicles will be traded in. Lapena emphasized officer safety and deterrent value from modern lighting and equipment packages on newer vehicles.
Finance staff said the equipment-replacement fund is funded by transfers from operating funds and had an estimated ending balance sufficient to cover the replacements; staff cited an expected $21,000 increase in lease payments this year tied to the added vehicles and a $78,000 annual increase going forward. Council members asked for and received confirmation that the fund can cover the planned purchases.
The resolution was approved unanimously.
