Council confirms annual assessments for streetlights, park maintenance and downtown district

The Garden Grove City Council held public hearings and adopted resolutions confirming the city’s annual assessments for the Street Lighting District, Street Lighting District No. 99-1, the Park Maintenance District, and the Downtown Assessment District for fiscal year 2025–26.
City staff reported there were no majority protests for any district. The clerk’s protest report entered for the record said: 35,162 parcels in the Garden Grove Street Lighting District with 0 protests received as of the protest deadline; 343 parcels in District 99-1 with 0 protests; and 35,715 parcels in the Park Maintenance District with 0 protests. Staff said the assessments will raise approximately $1,300,000 in street-light revenue and $700,000 in park-maintenance revenue for the coming fiscal year; there were no assessment increases from the prior fiscal year.
For the Downtown Assessment District (28 parcels), staff said the assessment remains the same under the Landscape and Lighting Act of 1972 and no protests were received. After closing each hearing the council adopted the confirming resolutions; the clerk recorded unanimous votes of 7–0 on these items.
Staff said that, if adopted, the assessor’s office will collect the assessments as part of property tax billing. Council members asked for future staff reports to include maps showing district boundaries to help residents identify which district applies to their property.
