Committee recommends $3.48 million City Auditor budget for FY2026 to full council

The Government Performance & Financial Management Committee voted May 27 to recommend approval of the Office of the City Auditor's recommended FY2026 budget, $3,477,964, to City Council. The office said the request aligns with the budget office's target and is primarily for personnel costs.
Mark Swan, city auditor, presented the request with Mamatha Sparks, deputy city auditor, at the table. "Our recommended budget of $3,400,000 which is ties to the budget office's target for this fiscal year," Swan said, noting a final recommended figure of $3,477,964 in the materials and a planned vacancy-savings offset of $33,498.
Swan said personnel account for roughly $2.7 million of the request, supporting 19.5 full-time equivalents; the office currently reports 19 positions filled. He told the committee the office expects to produce about 20 audit reports per year, a workload Swan described as a sustainable level for council to absorb.
A motion to recommend City Council approval passed on a voice vote. Swan said the City Auditor's budget is scheduled for City Council approval June 11. The city charter requires the City Auditor's budget to be approved independently prior to the city manager's recommended budget; Swan cited that charter requirement during his presentation.
