Terry Luckett of the Syracuse Land Bank explained 1006 had recently been demolished and that the adjacent owner intends to keep the parcel as green space and possibly expand parking in the long term.
- R-25-21 (combine 105 and 106 Hatch Street into one lot): The commission approved R-25-21 with two additional conditions beyond general conditions: filing the resubdivision map with the county clerk within 62 days and obtaining a permit if any fence is to be installed on adjacent property. Terry Luckett said 105 Hatch had been demolished in 2020 and the adjacent owner seeks additional yard space.
Zoning map amendment recommendations (to Common Council) - Z-2895, Z-2896, Z-2897: For each of the three separate zoning map amendment applications (addresses on Prospect Avenue), the commission first made the SEQRA finding (negative declaration) and then voted to forward an affirmative recommendation to the Common Council. Staff noted the parcels had been new tax parcels created after the 2023 rezoning and that the requested district assignment is MX-4 (urban core). The commission voted for each application separately; the recommendations will be forwarded to the Common Council for final action.
Other business - Three‑mile limit subdivision review (DeWitt): The commission approved three‑mile review application 3S-2505 (lot line adjustment in DeWitt for 812 and 820 Franklin Park Drive) following the City of Syracuse Department of Engineering review.
- Election of officers: The commission elected Steve Kulick as chair and Walter Fuller as vice chair (nomination moved and seconded; voice vote recorded as approved). Planning staff indicated the vice chair will receive an updated duties description.
All of the above actions were recorded by voice vote in the meeting; some motions were made and seconded without roll‑call tallies recorded in the transcript.
