Moab council approves consent agenda, pay-plan corrections and procurement code changes; most motions pass unanimously

The Moab City Council approved several administrative and housekeeping items, corrected attachments to two recently adopted ordinances and moved forward a municipal code amendment on procurement of lobby services at its May 27 meeting.
Consent agenda: The council ratified a letter of support for appropriations and approved bills totaling $437,033.10. A motion to approve the consent agenda passed 5-0 (motion by Jason; second by Luke). The ratified letter supported a county request for $67,000,000 for an appropriations project (described in the agenda as the UmCHA project). Minutes deferred to the next meeting for clerical reasons.
Corrective attachments: The council approved two corrective attachments that amend attachments to previously adopted ordinances: 1) corrected attachment to ordinance 2025-O-5 (pay plan schedule) which fixed calculation errors in salary charts and aligned pay charts with the approved COLA and step plan; and 2) corrective attachment executive salary ranges for ordinance 2025-O-6 (salary schedules for elected and executive officials). Both motions passed 5-0.
Title 16 subdivision ordinance: The council approved Ordinance 2025-O-7 amending Moab Municipal Code Title 16 (subdivisions) to update land-use authority designations and authorize filing/mylar plat signature authorizations. Motion passed 5-0.
Procurement for governmental lobby services: The council adopted Ordinance 2025-O-11, which creates an exception process to allow selection of lobbyist services in certain time-sensitive or specialized situations without a competitive RFP, subject to council review and additional written criteria. The motion included direction to staff to begin a broader review and update of the city's procurement policies. The ordinance passed 4-1 (Caitlin opposed). Councilmembers discussed transparency, the scope of any RFP exemption, and the need for a bigger procurement-code review.
Closed session: The council voted to go into closed session to discuss the sale of real property and approved the motion to enter closed session by vote.
