The El Paso City Plan Commission voted to approve the Segura family major combination plat and granted an exception to waive a required five-foot sidewalk along Aranda Lane after staff said an irrigation ditch prevents construction to current standards.
Planning staff (Mirna Aguilar) described the proposal to subdivide a 0.49-acre property into three single-family residential lots, with stormwater controlled by on-site ponding and review under the current subdivision code. Staff recommended approval of the plat and the exception under Title 19, citing existing site conditions and the proximity of an irrigation ditch that creates a hazard for sidewalk installation.
Commissioners asked how close the irrigation ditch is to the curb and confirmed both sides provide roughly three feet of space adjacent to the ditch; staff said sidewalk standards call for five-foot sidewalks. The applicant representative, Fermin Dorado of Dorado Engineering, said the property owners have water rights and that the design will include at least a pipe crossing (described as "not a bridge, just a pipe") and that the two additional crossings will be submitted to the Lower Valley Irrigation District for approval.
A motion to approve the Segura family resubdivision with the sidewalk exception carried on a voice vote.
