Council keeps CDBG priorities unchanged for 202525202029 consolidated plan

The West Covina City Council held the first required public hearing on the Community Development Block Grant (CDBG) consolidated plan and on May 20 approved staff's recommendation to keep the current prioritization of needs for the 202525202029 plan.
Staff described the priorities as they appear in the plan: economic development, homelessness, infrastructure improvements, owner-occupied housing, rental housing and public facilities ranked as high priorities; public services and non-homeless special needs were ranked medium. Staff reported HUD's allocation notice posted a grant of just under $820,000 and recommended maintaining the prior prioritization because allocations were largely flat.
The council voted to direct staff to draft the consolidated plan based on those priorities and to publish the draft for the required 30-day public review and a second public hearing. The draft plan will include proposed public services and capital projects evaluated against the council-approved prioritization.
