Assistant to the town manager Carl Shattuck presented the draft and described a shift in format from objectives to projects to improve transparency and execution. Shattuck said the draft contains 35 projects, 24 of which are scheduled for completion in FY26, and recommended an annual rolling update so council can add or reprioritize projects yearly rather than waiting two years for a full rewrite.
