Sims said phase 2 began in late January and engaged more than 100 residents through 25 working‑group meetings, producing what staff call a 30% draft of the plan. The draft, Sims said, compiles the resident groups’ reconciled recommendations into a structured set of guiding principles, goals, policies and actions.
