Tulsa Planning Office outlines rezoning process, updates Destination Districts and Planet Tulsa plan timeline

The Tulsa Planning Office described how zoning requests move through the city’s process and outlined outreach steps for applicants.

Officials said rezoning applications are first reviewed by planning staff, then heard by the Tulsa Metropolitan Area Planning Commission (TMAPC). The presentation described public notice requirements — posted signs, newspaper notice and mailed notice to property owners within 300 feet — and said notices must be mailed, posted and published at least 20 days before the planning commission hearing.

If TMAPC recommends approval, the application progresses to City Council, appearing on council agendas three times: a committee discussion (staff explanation only, no public comment), then a 5 p.m. council meeting with public hearing and comment, and finally an ordinance to implement the council’s vote. Presenters said most applications require a simple majority to pass.

Separately, staff discussed the Destination Districts program, a council and mayoral priority meant to add vibrancy and stability to areas of the city, and described an update to the Planet Tulsa comprehensive plan, adopted in 2010. Staff said the Planet Tulsa update is data‑driven, will rely on public engagement and — in several segments — the timeline was referenced as an update to be completed by the end of 2020 (as presented; no contemporary schedule or new final date was published in the presentation).
