City Manager Mike Johnson presented revisions to the city manager's recommended budget for the fiscal year ending June 30, 2026, telling the council the new draft budget total is $134,536,984 and that the presentation required no immediate council action.
Johnson said the tentative budget adoption is scheduled for June 3 and the final adoption for June 17. He told the council the city is monitoring revenues and noted the city was close to the state's expenditure limitation, with the adjusted city budget (excluding transfers) about $24,000 under that limit.
The presentation outlined changes to capital projects and revenues. Johnson said two capital carryover projects — a subdivision repave at Golf and Country Club and Eleventh Street improvements — were moved off the FY2026 request after staff determined the work could be completed in the current year, reducing next-year requests. He said the event center project figure was reduced from an initial $16,000,000 to $14,300,000 to help remain under the expenditure limitation. Johnson also said the city will show full planning costs for Runway 22/Taxiway D and expect reimbursement later, and that an expected insurance rebate did not materialize, requiring an upward adjustment of roughly $350,000 in premiums.
Johnson also described a revenue modification: sales tax projections were increased by about $715,000 and an additional $41,000 adjustment to operating transfers was made. He told the council that after the tentative budget is adopted the city cannot increase the budget further but may make reductions before the final adoption on June 17.
On sanitation rates, Johnson said the city received a CPI increase request from Waste Management under the contract for a 4.9% adjustment. He said that change would raise the first cart and the recycle cart by $1.02, and increase additional carts from $13.25 to $13.90.
The presentation drew no immediate vote; Johnson said staff will continue to monitor revenues and will bring any significant findings to the council at the tentative budget adoption.
