District says Title I funding estimates are planning figures; 88.6% of budget covers salaries

An unidentified staff member said the district has received February, March and April estimates from the state and that the numbers are “planning allocations.” The presenter said district staff expect the federal administration to fund Tennessee at a flat rate for next year but that final allocations from the state could change the district’s allotment.
The presenter said about 88.6% of the Title I budget is for salaries and benefits. The presenter added that if the district faces a reduction in Title I funding, officials would review materials and nonpersonnel items before considering cuts to staff: “So if we did get a reduction in funding, we would look at those materials before we looked at people.”
Meeting remarks noted that the district plan was approved this week after being submitted early. Staff present included Dr. Reese, who the presenter said was available to answer technical questions. The presenter also described federal and state timing as a reason the district is working from planning allocations rather than final figures.
District staff framed the budget conversation as an effort to “maintain what we have,” stressing the limits that a personnel-heavy Title I budget places on nonpersonnel spending.
