Valley Center council approves multiple ordinances, contracts and appointments; votes at a glance
Summary
At its meeting the Valley Center City Council approved two rezones, accepted the 2024 audit, adopted a supplemental inspection agreement, approved a change order and several administrative items, accepted a resignation and appointed a replacement for Ward 4.
The Valley Center City Council approved a series of ordinances, contracts and administrative actions at the meeting. Items that received motions and were carried by voice vote included zoning changes, acceptance of the city audit, contract supplements, a construction change order, a first-reading speed-limit ordinance and routine administrative items.
Key actions the council approved at the meeting (motions carried by voice vote unless otherwise noted):
- Second reading and approval: rezoning 328 North Birch from R-1B to R-2 (ordinance cited in the packet as 14-25-25). Council staff and the applicant said the rezone would permit demolition of the existing structure and construction of a duplex on the lot.
- Second reading and approval: rezoning a city-owned parcel northeast of the recreation center in the Harvest Place development to R-3 to make the lot more marketable for transitional uses; packet and staff discussion referenced ordinance 14-25-25 for second reading of that rezoning matter as well.
- Acceptance and filing of the 2024 financial audit. Sean Gordon of Gordon CPA presented an unmodified (clean) opinion for the city’s 2024 financial statements; staff reported the city had about $26.5 million on hand as of Dec. 31, 2024. The council moved to accept and file the audit report.
- Approval of a supplemental inspection agreement for the Meridian project with PEC not to exceed $47,120 (see separate article for full discussion). Staff said the city expects to recoup additional costs through liquidated-damage credits assessed to the contractor and pursued back through the contractor’s subcontractor and the manufacturer.
- Approval of a change order for Harvest Place (notation in packet: change order number 6; amount discussed on the record as $38,196.50) for several construction adjustments including parking-lot crossing and storm outlet relocation. Council authorized execution of the change order and the mayor or city administrator to sign.
- First reading approval: ordinance 14-26-25 establishing a 20 mph speed limit in the Ridgefield (Richfield) subdivision. A resident, Nicole, described near-miss incidents with children and asked the council to lower the limit; the chief of police and staff recommended the reduction.
- Adoption of the 2026 budget calendar (dates for department budget presentations, revenue estimates and adoption schedule).
- Approval to solicit bids: authorization to issue an RFP for custodial services to solicit proposals for cleaning city facilities when the current contract ends in July.
- Approval to vacate and re-establish a utility easement for USD 262 high school property to accommodate a school building and relocate a city water main; staff recommended approval and the council carried the motion.
- Acceptance of the resignation of Council member Clint Bass (Ward 4) and appointment of Amy Reed to the Ward 4 seat until the next election. The council accepted Bass’s letter of resignation and voted to appoint Reed.
Several other routine consent-agenda items and staff reports were approved without recorded dissents. Where the transcript recorded only a voice vote, the council did not supply individual roll-call tallies for each motion.
