Board approves consent agenda; county counsel reports no action from last closed session
Summary

The Kern County Board of Supervisors unanimously approved its consent agenda during the May 20 meeting. The consent package covered items listed on pages 2 through 7 of the agenda and included items 3 through 41.
Supervisor Couch moved approval of the consent agenda; the motion received a second and Supervisor Jeff Flores was asked to cast votes. "The motion is approved, all ayes," the clerk recorded.
During the closed-session report portion of the meeting, County Counsel said the board met in closed session on May 13 on item 69 but that "there is nothing to report from that closed session." The board then proceeded with public presentations and other business.
During consent discussion, Supervisor Peters asked about item 23, a budget transfer in the workers' compensation internal service fund. Peters questioned why a document displayed a $2,112,000 total when the action appropriated retained earnings of $1,056,000. County staff explained the document showed both sides of the accounting transaction (debits and credits) and that the actual appropriation was $1,056,000.
