Board approves referral to CAO to study a constituent case‑management system

The Kern County Board of Supervisors on May 20 unanimously approved a referral directing the County Administrative Officer to study constituent case-management software and return with options and cost estimates.
Supervisor David Peters made the referral and asked staff to look into systems used by other offices that could streamline services and improve transparency. "I think it would help streamline services across departments, it would increase transparency and just make sure that we're being as efficient as possible," Peters said. Supervisor Jeff Flores seconded the motion and the board voted "all ayes."
Members noted that tools used by legislative offices and other jurisdictions include constituent-management and legislation-tracking features. Supervisor Flores said the county's size and case volume make a comprehensive system appropriate and that CAO reports provided a helpful starting point.
The motion was recorded as a referral to the CAO; staff will return with recommendations, cost estimates, and implementation considerations.
