Bidders included Coastal Energy Corp.; Crystal Energy Corporation; Airgun Asphalt Emulsions; APAC/Apex; and Vance Brothers, among others. Staff provided line-item prices per bid sheets — for example, one bidder quoted RS-1M at $2.62 per gallon and RS-1P at $2.77 — and described terms including pump charges, minimum loads and short-load freight surcharges.
After reviewing the submissions, staff recommended awarding the CRS-TR/CRS-TR asphalt and related fog-seal work to Wright Asphalt (listed in meeting discussion as “Right Asphalt” / “Wright Brothers”) as the vendor to use for the coming season, subject to the formal bid tabulation. A commissioner moved to accept the Wright Asphalt proposal for the CRS-TR and fog-seal items per the bid sheet; the motion passed unanimously.
Commissioners said they would sign the formal bid tabulation and directed staff to prepare copies for all bidders. The county also set a process for commissioners and staff to step outside to review the bids before final award of line items when multiple vendors had submitted offers.
No contract documents were signed at the meeting; commissioners voted to accept the recommended vendor and asked staff to return with formal contract documents for signature.
