LCB fiscal staff presented BDR 12‑29, commonly called the pay bill, which establishes maximum annual salary amounts for employees in the unclassified service of state government for the 2025–27 biennium.
Kimber Ellsworth and Jay Marie Mangoba described the pay bill provisions. Section 1 lists maximum salaries for unclassified positions by agency, plus a cross‑agency subsection for certain medical personnel. Carryover language in section 2 permits the Department of Administration's Division of Human Resource Management to correct omissions or errors for positions omitted from the bill, subject to LCB and IFC approval. Sections include standard provisions for on‑call and credential pay, alignment of position and agency name changes enacted this session, and conforming changes to statutory references for legislative and executive branch positions.
The committee did not take a final vote on the pay bill at the hearing; staff and presenters were available to answer questions and said the bill would be considered later in the process.
