"So when this originally was approved and permitted, we do connection charges for utilities, water, and sewer, and they're all based on the size of a water line," Amanda said. She said construction encountered groundwater issues and the developer proposed a single 2-inch water line instead of the four 1-inch lines.
The change affects the permit fees the developer owed. "Originally they paid for water and sewer $8,580. If it was originally planned and approved for ... a 2-inch line, the connection fees would have been $17,160," Amanda said, framing an $8,580 difference between the two fee calculations.
Board discussion focused on operational and precedent concerns. A council member asked, "Is there a sanitation problem with this?" Amanda replied no, explaining that the city's sanitary connection fees are set based on water line size because wastewater volume is expected to correlate with how much water can enter a unit. The presiding official expressed concern about setting a precedent but said he did not see a problem after hearing the explanation.
On that basis, the board moved to waive the additional initial utility connection fees for Wayne Street Commons and took the vote; the motion passed. The transcript records the motion and a subsequent affirmative vote but does not record a named second or an itemized roll-call tally.
Wayne Street Commons was described by city staff as an infill project the administration encouraged; staff said the developer cleared debris and proceeded with construction after earlier outreach from the city.
