Housing Authority approves name change on prior project-based voucher awards for Burbank Avenue Apartments

The Santa Rosa Housing Authority voted May 19 to approve a resolution changing the legal entity listed on prior project-based voucher awards for Burbank Avenue Apartments so the authority can align the awards with the property owner and proceed to contract execution.

Rebecca Lane, a program specialist in Housing and Community Services, told commissioners the development at 1780 Burbank Avenue is a 64-unit affordable housing development scheduled to complete construction this fall. Lane said 63 of the units are targeted to households at 20 to 60 percent of area median income. The housing authority previously awarded 16 project-based vouchers to the project across two application rounds (resolutions numbered 1707, dated 01/25/2021, and 1736, dated 06/20/2022). Lane said the awards need to be updated to reflect the legal owner, BHDC Burbank Avenue, LLC, rather than the developer name that had appeared on earlier awards.

A motion to waive the reading of the resolution text and approve the change carried on a roll-call vote. The clerk recorded four affirmative votes: Commissioner Smith, Commissioner Conte, Commissioner Capio and Chair Jeremy Newton. Commissioners Owen, Friedman and Vice Chair Downey were absent. The meeting record shows the resolution passed and staff may proceed to update award paperwork and prepare the PBV HAP contract with the owner.

Ending: The change aligns the Housing Authority’s award records with the property’s legal owner and clears the way to execute the HAP contract required to place the project-based voucher units into service upon project completion.
