Staff said the amendment would make farmers markets, mobile food vending and similar uses compatible with the district’s intent, subject to minimum special use permit requirements.
Under the committee discussion, staff clarified that the special use permit would proceed through a public hearing process, first before the planning commission and then to the city council if recommended. Councilwoman Birney moved to approve the bill; the committee chair announced the item passed. Committee materials state the bill will be eligible for adoption at the city council meeting on June 4, 2025.

The measure changes where temporary retail and mobile vendors may operate within Town Center and routes formal permitting through planning and council review. The city council will consider final adoption on June 4, 2025.
