Planning commission recommends rezoning three parcels near South Tracy Boulevard to Village Center

The Tracy Planning Commission voted to recommend that the City Council approve an amendment to the Industrial Area Specific Plan to change the land-use designation for three parcels north of Walpico (Val Pico) Road and east of South Tracy Boulevard from limited industrial to Village Center. The recommendation applies to assessor parcel numbers 246-130-15, 246-130-20 and 246-130-25, covering about 9.26 acres; the applicant and property owner is Red Maple Village LP.
Staff said the requested amendment aligns the ISP with the general plan, which already designates the site as Village Center. Christina Delgadillo, assistant planner, told commissioners the parcels were intended to be included in an earlier ISP amendment for the adjacent Red Maple Village shopping center but were “incorrectly excluded” from the earlier approval and staff is proposing to rectify that error now.
The change would allow mixed-use and retail uses—consumer services, eating and drinking establishments (excluding drive-throughs) and multifamily housing—that are permitted in Village Center but not in the current limited industrial designation. Brett Jolley, an attorney for Red Maple Village LP, told the commission the application is a “clean up” to correct the earlier omission so the owner can proceed with planning for development; no specific project was under review at the hearing.
The staff recommendation included a tentative CEQA finding that the amendment is consistent with the general plan environmental impact report and does not require further environmental review pursuant to CEQA Guidelines section 15183. After public comment and commission discussion, the commission adopted Resolution 1 recommending the city council introduce and adopt an ordinance approving the ISP amendment and making the CEQA consistency finding.
A roll-call vote recorded Commissioners English, Atwal, (recorded as) Commissioner Botte/Boateng, and Vice Chair Penney voting in favor; Chair Orcutt’s participation was confirmed during the meeting. The commission’s motion forwarded the amendment and the CEQA recommendation to the city council.
The City Council will consider the ordinance and the commission’s recommendation in a subsequent hearing.
