ARB invited to comment on Dominion transmission-line rebuild; committee to review Section 106 mitigation

City planning staff notified the Fredericksburg Architectural Review Board on June 9 that the board, acting as a Certified Local Government (CLG), has been invited to comment on a Section 106 review for a Dominion Energy transmission-line rebuild.
Staff said the proposed rebuild replaces wooden poles with larger metal poles, in some places about 50 feet taller on average, along a corridor from Acquia to the Cowan Boulevard substation near the hospital, and that the project could have adverse effects on the Battle of Fredericksburg I and II resources and the Old Mill Historic District. Because the project requires federal review under Section 106 of the National Historic Preservation Act, the Army Corps of Engineers requested mitigation proposals and a memorandum of agreement.
Planning staff asked for volunteers to form a working committee to review the packet and draft comments and suggested a short meeting to begin work. Board members, staff and Historic Fredericksburg Foundation participants discussed scheduling; archaeologists and preservation experts on the ARB noted the need to confirm the project’s area of potential effect, identify additional resources that could be affected, and propose mitigation measures beyond standard wayside panels. The committee planned a first meeting with staff at 10 a.m. the following day to begin drafting comments and discuss requests for an extension of the public comment period.
No final comment or MOA was submitted at the June 9 meeting; staff intends to coordinate the ARB’s comments with the Army Corps of Engineers and the city manager’s office as the Section 106 process proceeds.
