Orangeville to use prior certified tax rate pending Emery County figures; formal adoption not recorded

During an Orangeville public hearing on June 10, staff recommended that the city provisionally use last year’s certified tax rate for FY2025–26 because the Emery County Auditor had not yet provided updated rates due to computer problems.
Staff said the revenue target from property tax used for planning was $57,881 and that, to collect that amount, the certified tax rate for Orangeville would need to be 0.000894 based on Emery County’s previously reported figures. “In order to collect that amount in revenues, the certified tax rate for Orangeville City will need to be 0.000894. This is according to figures reported by Emery County Auditor,” a staff member said.
Staff told the public and council that if updated county figures — including any new growth — change the revenue calculation, the city would amend the rate in a midyear budget amendment. The presenter said staff planned to submit the current estimate and adjust later if necessary.
The transcript records a request to make a motion to adopt the rate but does not record a motion or roll-call vote adopting the certified tax rate during the portion of the hearing provided.
