Village of Jackson committee recommends pay requests, clean-water loan and zoning code RFP

The Village of Jackson Budget and Finance Committee on June 10, 2025 recommended approval of multiple construction pay requests, a Clean Water Fund loan application and a zoning-code request-for-proposals, and reviewed the village budget timeline.
The committee recommended approval of pay request No. 1 for the Ridgeway Drive and Chestnut Court reconstruction project for advanced construction in the amount of $299,636.65 and pay request No. 15 for the wastewater treatment plant tertiary filters and disinfection project to JH Hassinger in the amount of $501,760.55. The committee also recommended approval of Clean Water Fund loan request No. 12 for the wastewater treatment plant project in the amount of $510,713.05; the item was filed with a Board of Public Works recommendation to approve.
The committee recommended approval of pay request No. 10 for the Jackson Community Center expansion to Moore Construction in the amount of $217,326.10 and pay request No. 12 for the same project in the amount of $256,076.30. During consideration of pay request No. 12 committee members noted that that payment had already been made.
Committee members also recommended approval of Resolution 25-18, a preliminary resolution declaring the village's intent to exercise special-assessment police powers under Section 66.0703 of the Wisconsin Statutes; the resolution was presented with a Board of Public Works recommendation to approve.
On a separate agenda item the committee recommended the village board approve an RFP for planning services to perform a zoning-code update for the Village of Jackson, awarding the work to Civic Tech Consulting in an amount not to exceed $65,900. Committee members noted that the village sent the RFP to 20 firms and received a single bid; a staff presenter said the firm is well known in the zoning field and that the price was lower than expected.
Committee members also reviewed the village budget timeline. Staff member Heitke told the committee the proposed schedule would avoid special meetings but could lengthen regular meetings, particularly the Aug. 12 and Oct. 14 sessions, and that Oct. 14 would include direction to publish a budget notice ahead of a possible November adoption. "Simply looking for feedback from budget finance and village board tonight," Heitke said.
A motion to recommend approval was made for each item listed on the agenda and carried by voice vote unless otherwise noted. Several items were introduced to the committee with recommendations from the Board of Public Works or Park and Recreation.
