Council approves single-bid parking-lot contract to Vinton Construction after staff review

Council member Nichols asked staff for details because the contract represented a near-$1 million award and had received only a single bid. Staff explained that in recent years parking-lot projects typically received a single bid (Vinton or Vinton Materials), citing the mix of work (asphalt, utilities, curb and gutter) that discourages asphalt-only firms from bidding. Staff said the lone bid came in under the engineer's estimate, and that past sole-bid projects have either been rejected or accepted depending on reasonableness; in this case staff judged the bid to be reasonable.
Council members expressed concern about lack of competition but acknowledged the project's staging and timing constraints and the experience Vinton can bring. The consent agenda carried by roll call, 7–0.
Staff will proceed with contract administration per standard procurement practices.
