Beaver County readies for renewed reassessment appeals as common level ratio drops to 77.3

Beaver County staff warned commissioners on June 11 that the county expects a busier appeals season after reassessment results produced a common level ratio of 77.3.
Josh, speaking about assessment appeals, said the county currently has one case remaining from the initial reassessment round and about 45 parcels still in litigation from last year. He said the new appeal period opens July 1 and runs through Sept. 1.
"If someone gives us an appraisal for a 100,000 and they agree with it... their assessment will go to 77,300," Josh said, describing how the common level ratio translates an appraised value to assessed value. He said commercial properties in particular may generate appeals and that the county is preparing for increased activity.
To ensure capacity to hear appeals, Josh said he has requested funding on next week's salary-board agenda to create a pool of appeal-board members. He said the county hopes to staff one appeals board but could need up to three, though he did not expect five.
A county official emphasized that the common level ratio and related equalization work are governed by state law and an equalization board process, not by the county's tax assessment office.
