Poulsbo to rejoin Kitsap County HOME/CDBG consortium; council hears early discussion about safe parking options

City administrator Rob Gelder told the council the Kitsap County HOME/CDBG consortium must requalify with HUD for the 2026–2028 program years to continue receiving federal Community Development Block Grant (CDBG) and HOME Investment Partnership funds. The city of Poulsbo does not qualify on its own for metropolitan entitlement funding, so membership in the county/City of Bremerton consortium allows Poulsbo to seek CDBG/HOME-funded projects and programs.
Gelder said Kitsap County's annual entitlement amounts historically have been about $1.6 million, but national appropriations make future funding uncertain. The council will be asked to approve an interlocal agreement (ILA) to participate in the consortium; staff signaled that final action will appear on the consent agenda for the next meeting.
Separately, Councilmember McVay updated the council on preliminary STEP-housing group and nonprofit outreach regarding safe parking for people who are living in vehicles. McVay said Fishline previously ran a small safe-parking program for women that ended one to two years ago and that Fishline, county staff and STEP partners are discussing renewed programs and possible locations. Council members and staff said they have not identified a permanent safe-parking location yet and that Fishline and other partners are evaluating program design, permitting and site availability. Council discussed that safe parking often relies on partnerships among nonprofits, faith groups and local jurisdictions, and that the city will be updated as partners refine proposals.
No council action was taken on safe parking at the June 4 meeting; the ILA for HOME/CDBG participation was presented as an upcoming consent-item action.
