Council tables biennial carryover budget amendment for full council review

Finance Director Deb presented the amendment, which would adjust beginning balances to actual figures, carry over uncompleted 2024 items to 2025, and include several funding requests that had prompted council questions about whether some items should be handled in the mid-biennium process or via separate amendment procedures. Items discussed included distribution of insurance, transferring funds to capital reserves and funding additional property purchase; staff noted some of those items may be separated into standalone amendments if council preferred.
Several councilmembers said they wanted full participation and clarity from all members before approving the amendment. Councilmember Eckert moved to table the amendment until the full council was present; another member seconded. Staff said delaying the amendment would not create immediate legal problems and that purchased land previously approved by contract would likely be separated out for timely action. The motion to table carried on a roll call vote.
