The Pleasant Grove City Council approved a four‑lot preliminary commercial subdivision known as Valley Grove Business Park, Plat R, and separately approved commercial site plans for Retail Buildings P, Q and R, located in the Grove Interchange subdistrict adjacent to North County Boulevard.
City planner Derek Cardenas (presenter) described the project area as approximately 5.18 acres divided into four lots (Lot 38, Lot 39, Lot 40 and Lot 41). The applicant, Saint John Properties, proposes three buildings now: two multi‑tenant, drive‑through restaurant‑style buildings of roughly 9,500 square feet each (on Lots 39 and 40) and a larger retail building (~18,000–19,000 square feet) on Lot 41. Lot 38 (the fourth lot) will be held for future development, with restaurant interest discussed by the applicant.
Cardenas said the site plan satisfies Grove Interchange subdistrict code for landscaping, open space and setbacks. The combined parking total for the three buildings is 188 stalls; the site relies on a shared‑parking agreement with adjacent parcels owned by the same applicant to meet parking requirements.
Developer Marty (Saint John Properties) told the council the buildings are scheduled to start construction soon, with a target to be available for occupancy by early next year. He said interest from prospective tenants is strong and that two buildings already under construction in the area are nearing completion.
The project was reviewed by the design review committee and planning commission; staff reported unanimous recommendations in favor of approval. Council member Anderson moved to approve the four‑lot plat; the council then approved each site plan in separate motions. All motions carried by voice vote.
