Albany County Health Department staff asked the committee to approve a contract with Cornell Cooperative Extension for $87,200 to provide lead-abatement training to landlords, contractors and supervisors. Staff said the training will support safe renovation practices and will be funded by fees from the county’s lead rental registry.
County staff described the training as a range of courses, with supervisor-level instruction longer than the worker-level class. “It will be funded by our lead rental registry, and it's to ensure that folks who are doing the renovations are doing it safely, not only for themselves, but the residents that reside in those apartments,” a staff presenter said.
Committee members asked how compliance and inspection will be enforced. Staff said a work plan is drafted and reviewed by the department, and inspections occur before children or pregnant women are allowed to reoccupy units depending on the extent of the work. The county indicated the rental registry—expected to begin November 2—will improve visibility of multiunit landlords and support enforcement.
No formal vote was taken at the unofficial meeting because the committee lacked a quorum. Members present asked to be added as sponsors for the item; formal approval will be scheduled when a quorum is present.
