The Bossier City Administrative Council voted to set a demolition date of Dec. 2 and to require the owner of a condemned mobile home at 613 Edgar Street to appear with an update at the council's Aug. 5 meeting.
Chris Ferguson, a Property Standards inspector, told the council he condemned the mobile home in March after finding doors and windows broken, open entries used by transients, rotten and falling floors, and a gutted interior. Ferguson said the owner, Cheryl Jones Hart, has been working on repairs and had contractors installing a new roof on the day of his inspection.
Hart, who said she lives at 320 Shortleaf in Haughton and owns the Edgar Street property, told the council she is renovating the mobile home, has applied for required state fire marshal permits, and provided a bank approval letter she said is “in excess of $25,000” to fund repairs. She said she has already invested roughly $15,000–$20,000 into the property.
Ferguson told the council he would prefer to hold the condemnation for 60 days to allow work to proceed, but council discussion led to a motion to defer the demolition date for six months to give Hart time to complete repairs while placing her on the Aug. 5 agenda for a progress update. Council members clarified that the condemnation notice was posted (the meeting record cites a notice filed March 14) and that a demolition date is a separate administrative step.
Council member Smith made the motion to defer the demolition to Dec. 2 and to require the owner to return Aug. 5 with an update; Mr. Maggio seconded. The motion carried.
Meeting remarks noted that mobile homes require state fire marshal review and that Hart reported contractors have started structural and exterior repairs, including new flooring and porch work, and that she plans to wrap the exterior to reduce the mobile-home appearance. Staff asked Hart to provide photos documenting progress before the Dec. 2 date; staff also advised Hart that if repairs are not complete the administrative process would proceed to demolition and bidding.
The council's action preserves a deadline while giving the owner an opportunity to complete repairs; the transcript does not record any vote tallies.
