City Chief of Staff Heather Fagan and city liaison Donna Weiss presented the memorial planning process, community engagement and a conceptual design developed with survivor and family input. Fagan said the city had committed $7,500,000 toward design and construction, planned to purchase the Pulse site for roughly $2,000,000 and intended to acquire a nearby parcel for about $1,000,000 to provide restrooms and parking. Fagan told the commission the conceptual construction budget used for procurement is $12,000,000 and the city asked Orange County to contribute $5,000,000 toward that total.
