KOSSUTH COUNTY, Iowa — Multiple landowners and petitioners raised questions about the status and accounting of Drainage District 4 (DD 4) during the May 20 meeting of the Kossuth County Board of Supervisors, asking for a full accounting of district work, FEMA projects and bond/warrant redemptions dating to 2019. The board agreed to arrange a follow‑up meeting and to schedule further review.
Petitioners said they were given conflicting information about unpaid stamped warrants and outstanding assessment balances at an earlier public meeting (Aug. 6, 2024). One petitioner requested: an accounting of district work and FEMA repairs since Jan. 1, 2019; projections of costs; a tally of levy payments applied to the drainage project; and the name of the person who prepared the informational handout provided at the Aug. 6 meeting. The petitioner said an auditor’s check later indicated previously reported unredeemed warrants had, in fact, been redeemed between 2020 and 2022.
County response and next steps: Supervisors acknowledged the petition and said the auditor’s and treasurer’s offices should compile the requested information. Board members suggested a work session to review documents and to prepare clear answers for landowners. The board also approved several immediate drainage repair requests presented during the meeting.
Separately, the board set a public hearing for a voluntary annexation into Drainage District 133 (a private proposed tile re‑routing that would move roughly 280 acres into DD 133’s drainage area) for June 24 at 8:00 a.m., acknowledging the engineer’s report and directing staff to publish required notices. The annexation report proposes benefit‑unit adjustments for parcels that will newly use DD 133 facilities.
Board action on drainage items at the meeting: the board approved PAF 1 for DD 4 Lateral 40 improvement and several repair orders; it set the DD 133 voluntary‑annexation hearing for June 24 at 8:00 a.m. Petitioners asked for a dedicated hearing/workshop to reconcile financial records and explanations.
