Council approves RFP award to broker Alliant for citywide insurance services

The Grand Island City Council approved moving forward with contract negotiations with Alliant (identified by staff as the highest-scoring proposer) to provide general governmental and utility insurance services after a request-for-proposals process closed April 24, 2025.
Patrick Brown summarized the RFP process for the council, saying the city received four proposals and used a seven-member evaluation committee drawn from human resources, police, utilities, legal and administration. The committee interviewed the top three proposers and scored firms on responsiveness, experience, personnel, and commercial terms. Brown said Alliant scored highest overall and that staff seeks council approval to begin contract negotiations on price and scope.
Brown said the city’s current combined general-city premium is about $1.7 million and that the goal of the RFP and a formal contract is to set deliverables and accountability for services such as claims support, risk management and engineering expertise related to power-generation assets and a growing solar field.
Council member Nickerson moved to approve contract negotiations (identified as 2025-172 in the meeting); Council president Sheard seconded. Council approved the motion. Brown said staff would seek to return a contract to council by the June 10 meeting so insurance renewals could be in place by Oct. 1.
