Minutes: The council approved the May 13 minutes with one amendment noted by a council member correcting an earlier reference to "BCYC"; the minutes were amended to read "BDAC" (Bountiful Davis Art Center). The motion to approve the minutes with that amendment passed.
Expenditures: The council approved expenditures in excess of $1,000 paid on May 7 and May 14. During discussion a council member asked about an invoice listed as "Railroad Management" for a railroad right-of-way license. City staff explained the city leases a small parcel of right-of-way (for power lines crossing a Union Pacific corridor) that had been acquired by Railroad Management Corporation; the prior 20-year buyout had expired and the current lease is $30,000 for the year. Staff said they attempted to negotiate a lump-sum buyout but Railroad Management declined.
Power department purchases: The council approved two power department purchases on staff recommendation and after a morning Power Commission review. The first was a single-source purchase of S&C-manufactured switchgear (fuse holders and mounted canisters) from Irby in the amount of $47,510; staff said standardizing on one manufacturer reduces outage repair time and avoids costly re-termination of cables. The second was an award of ACSR cable (about 4,000 feet) to Exeter at $5.29 per foot, totaling $21,160, for the North Northwest substation project. Both motions passed.
Subdivision easement release: The council approved releasing rear-yard public utility easements on Lots 32 and 33 of Oak Haven Park Subdivision, Plat C, to accommodate a proposed replat that creates two cul-de-sacs and seven new lots; staff said existing easements were unused and the developer will record a new plat and utility companies will have the opportunity to sign the new plat. Neighbors had previously expressed non-technical concerns at the planning commission (deer habitat, home style and heights), but staff said any new homes will need to meet current code.
