City Council approves routine agenda items, refers projects to budget committee; several measures pass

The Los Angeles City Council approved a set of routine agenda items, referred items 6–12 to the Budget and Finance Committee, and approved a package of items (16–29) after public comment. The Los Angeles City Council on Thursday approved a slate of routine agenda items, referred multiple projects to committee for further review and voted to adopt a package of items open for public comment.
Council members voted to approve items 1 through 4 and items 13 and 15 earlier in the meeting; the clerk recorded the roll call and the clerk announced the results for that set as "11 ayes." Item 14 was taken for a separate vote; the roll showed "8 ayes, 3 noes" on item 14. Later in the meeting the council reconsidered item 13 (an ordinance) and, on reconsideration, the clerk recorded the vote as "14 ayes."
Councilmember Bob Hutt asked that items 6 through 12 be referred to the Budget and Finance Committee so the budget chair and the committee could review general-fund–funded projects prior to full council consideration. The clerk called the roll on the referral motion and the council recorded the vote as 11 ayes on the referral to Budget and Finance.
Before public comment the council also called a personnel matter (item 5) special and later moved that item forward from the Personnel Committee; that measure was approved by roll call after the Personnel Committee report was posted.
After the public comment period the council opened the roll on items 16 through 29 (items that had public comment open) and the clerk announced the measures were approved with the tally as recorded by the clerk. The clerk also announced that items from today's meeting are posted and referred as requested by council motions.
