JFAC updates standard language for federal grants and clarifies Health & Welfare behavioral health language

On Feb. 28 the Joint Finance‑Appropriations Committee adopted updated standard language for budgets that include federal grants and made clarifying changes to language affecting Department of Health and Welfare behavioral health enhancements.
Budget staff explained the adjusted language was intended to standardize how appropriations treat federal grants, entitlement programs and FMAP adjustments across departments. The updated wording was placed in the enhancement language for affected agencies (for example, the Commission on the Arts) to make clear that if federal grant revenues do not materialize, agencies cannot spend those dollars even if they have an appropriation; the language also prohibits supplanting state dollars to fill a federal gap.
Separately, committee members approved an additional clarifying sentence to the Department of Health and Welfare behavioral health enhancement bill language to define more precisely what the language applies to and what it does not. The committee later applied equivalent clarifying language to an earlier enhancement bill covering other programs (indirect support services and licensing/certification).
Both language adjustments were accepted by unanimous consent with no objections on the record.
Why it matters The updated language reduces risk that agencies would assume federal funds are guaranteed and protects the state from automatic replacement of federal funds with state funds. The Health & Welfare clarifications were intended to limit ambiguity about covered services and spending authority.
The committee accepted the language corrections by unanimous consent; the updated language will be incorporated into the final enhancement bill drafts.
